  1. Being able to show that the peace process had the support of most people in NI helped to end terrorism.
2. EU membership
Law makers are unable or unwilling to make a decision.
1. Local road charges were unpopular and no politician wished to take the unpopularity attached to it.
2. The AV referendum. The government were split on the issue so decided to ask the public.
