  2. Stalin took it to mean a govt which represented the workers i.e. communism

  1. Stalin wanted high reparations to recoup losses and punish Germany
    1. Soviet Union lost about 27 million people, 1/4 killed or injured
  2. US wanted low reparations to make Germany strong: able to trade with it
