            2. Policy Community Knowledge
              1. Civil service, think tanks and many voluntary organisations have a lot of experience about the wider policy context
              2. Its important that decision is not based on just one of these sources of knowledge - Organisations can get set in thier ways and stick to practices most convenient for them.
