  1. Oriented towards improving quality, increasing coverage and modernization of the administrative structure of the education system, through the review and reform of all levels and modalities.
    1. It is free and compulsory between 6 and 15 years old. The State guarantees free secondary and university public education.
      1. It is regulated by the Free Education Law adopted on August 13, 2009, which gives it a mandatory from kindergarten to the middle tier diversified, and in the schools administered directly by the State to the undergraduate level.

The Organic Law of Education in Venezuela establishes in its article 3: "Education has as main purpose the development of personality and achievement of a healthy, educated, critical and able to live in a democratic, just and free society based in the family as the basic cell and the valuation of work; able to participate actively and consciously and severally in the processes of social transformation.
          1. The education system is organized as follows
            1. The subsystem basic education: levels of initial education, primary education and secondary education.
              1. The level of initial education includes aged between zero (0) and six (6) years.

                  1. The average level of education includes two options:
                    1. General secondary education with a duration of five (5) years from first to fifth year
                      1. General secondary education with a duration of five (5) years from first to fifth year
                      2. The higher education subsystem: which comprises levels of undergraduate and graduate university
                    2. The Ministry of Popular Power for University Education Science, Technology, is the executive body responsible for formulating, promoting, adopting and monitoring and evaluation of public policies, plans, programs, projects, mechanisms and instruments aimed at strengthening the science, technology and innovation and its applications for the construction of the socialist productive model, through the creation and maintenance of the National System of science, technology and innovation, promoter of the organization and active participation of People's Power.
