                 • Example
                   • Is the program, well-articulated, and validated theory? ,Are the program’s targeted beneficiaries, design, operation, and intended outcomes consistent with the guiding theory?
               • Indicators
           • Objective
             • Determine the measure of interest of the program, theoretically solid.
