1. 1st Conference

     • 16 British politicians
     • 16 Princes
     • 57 Viceroy reps
   • Jan 1931 Agreements
     • Central and provincial power should be accountable to legislatures
     • Britain & India should be federally linked
   • Dominion status not on offer
   • Majority not present so worthless
     • Gandhi and Congress not represented 

2. 3rd Conference

   • Doomed as no-one important present
     • Boycotted by Congress
   • New British govt. soon so no agreements were final

3. 2nd Conference

   • Gandhi only Congress rep
     • Not allowed Purna Swaraj
   • Gandhi provoked minorities by speaking for all of them
   • No agreements made
   • 7th Sept 1931
