  1. This proposal will explain the rationale for all aspects of the research design...
    1. In defing evaluation: Weiss (1998) "Evaluation is the systematic assessment of the operation or outcomes of a program or policy, compared to a set of explicit or implict standards, as a means of contributing to the improvement of the programme or policy.
      1. the goal of this evaluation....should inform better decison making
        1. the type of evaluation / outcome...results, impacts and effect
          1. Evaluation organised into 6 stages
            1. Stage 1:Understanding the project. What is programme trying to address?Systematic review of field & Familiarization of project = General reports; Evidence and Research on PPP in Ire. & U.K.; Study of any previous evaluation reports and revisit any staff interviews of similar programmes. Informal interviews with the three main stakeholders will be undertaken: The Council / Developer & residents both public and privite. A full literature, policy & practice review will be undertaken at this stage. This will be an informal observation of the PPP.
              1. Stage 2: Formulating research questions. These questions will inform overall goal of expalining outcomes. These qustions will be well framed, manageable and relevent. Ethics - We maintain the highest standards in relation to honesty, confidentiality and reciprocity relating to all aspects of evaluation process.
                1. Stage 3: Choosing a Research Design. This evaluation research will chose a Quantative Participatory Evaluation Design. This involves our company and all stakeholders contributing by the sharing of all project knowledge. This will enable our company and the stakeholders to reflect on the meanings discovered in working on a PPP project, ensuring that this research is an educational rather than a judgemental process. This approach means that stakeholders are contributoring their own real life knowledge of the project and you are not just hearing academic views. any percieved power imbalances or potential bias will be overcome.
                  1. Stage 4: Selecting Research Methods. The following methods will be used: 1. Informal interviews will be held first with senior management in Council and Development organisations at the 1st stage. Informal interviews with both social and private residents will also be undertaken. 2. Project records and the re-use of management data will be identified to research key financials and client data. 3. Mid-way through project - a written anonymous questionaire will be sent to all residents and key staff in the PPP project to enable a quantative study to deliver statistical analysis on the outcomes of the PPP project. Also mid-way: formal interviews will be undertaken using a systematic random sampling plan to gain factual information using a list of specific questions 4. Finally, secondary data will be used such as: other local surveys, developmental plans and public financail records for the area.
                    1. Stage 5: Timeframe for implementation. The timeframe for this evaluation will be: A. Initial scoping work: 1 month; B. Fieldwork/ data gathering: 2 months; C. Write up: 3 months; D. Report finalisation: 1 month.
                      1. Stage 6: Communicating Findings. We will agree on the structure of the write up. Either Scientific or Thematic:

                      2. Concerns of using Participatory Design: 1. Are all stakeholders rep. of age, class & gender? 2. Staff of coucil and developer may not wish to spaeak up?
                      3. Questions: 1. Did the project meet the needs of a. Council b. Developer c. Residents? 2. Was the PPP on time and on budget? 3. Has residualisation been addressed in Fatima? 4. What could have been done differebtly to complete project more effectively? 5. Is the project providing the planned services? 6. Did the project meet the needs that led to this project?
                      4. What is programme trying to acheive? Identify offical goals. What assumptions link inputs to outcomes?
