- Making a change this bold will be immensely challenging for IPS. It will be technically challenging,
requiring new policies and practices, new roles and new talent to carry out those new responsibilities.
And it will be politically challenging, as the new system’s leaders will need to focus on implementing
what’s best for the city’s children even in the face of inevitable controversy. The only hope of meeting
such demanding challenges is very strong leadership at the top, held accountable by Indianapolis
citizens for enacting change and achieving results for students and the city.
