This can be for 4 reasons.
1. Unable to prevent the crime.
2. Unwilling to prevent the crime
3. Unwilling to prevent as they may gain from it in some way
4. unwilling to prevent the crime because of profit. - 10A(ssessment)WHY ASSESS?
-determine whether the plan was implemented
-collecting pre and post qualitative and quantitaive data
-determine whether goals were achieved
-identify new strategies
- conduct ongoing assessment to ensure continued effectiveness
