1. Pros

   • Provides a comprehensive plan that can be used by administrators, teachers, and parents to communicate literacy goals
   • Outlines what quality instruction looks like and why it is important
   • Provides reflection scales for educators to rate current practices, professional development, professional development, etc..

2. Cons

   • DIBELS should not be the only measure used to assess student reading readiness and fluency
     • Need more comprehensive form of assessing student comprehension
   • Assessment data doesn't factor in students with moderate to severe learning delays (students in special education)
