Why was the Gulf of Tonkin incident significant? Although controversial, the significant issue is that the USA presented these acts as North Vietnamese aggression directly against the US vessels. US congress acted swiftly and responded with a resolution.
What did the Gulf of Tonkin Resolution allow the president to do? It allowed the president to "take all necessary measure to repel any armed attack against the forces of the US and to prevent any further aggression in Southeast Asia" The GoTR, therefore, gave the president power to wage war in Vietnam.
