  1. Did not know how to combat a People's war
    1. Relied instead on conventional methods which had limited value in Vietnam
    2. NVA and VC had greater support in South Vietnam
      1. Failed to win the heart and minds- search & destroy alienated the population
      2. Soldiers had lower morale and much less motivated
        1. Especially after Tet when the home front was not really behind them
        2. NVA and VC willing to fight a war of attrition and the US were not
          1. Armed forces not suited to it and the public would not tolerate it.
