Pressure Kennedy was under serious pressure from US military leaders to bomb and invade Cuba immediately - this would have certainly led to war with USSR
No conflict Kennedy wanted to give himself and Khrushchev a means of solving the missile crisis without immediate conflict, which is why he chose a blockade
Didn't want to humiliate Kennedy realised that he needed to give Khrushchev a way out without appearing to humiliate him - in private, he agreed to not invade Cuba and to later remove missiles on Turkey
