Reasonable Suspicion

Criminal Activity

Glover was trying to create a barrier around a corner while being on his cell phone and continuously look at the lone attendant of the gas station.

Time

This incident occurred at 4:40am, at a location where there was nobody else present due to the time of day.

Location

This exact area in Charlotte, North Carolina, is plagued by armed robberies and assaults. Also, one of the officers was involved in a robbery investigation at this location a year prior.

Criminal Record

Officers in this case did not know Glover's criminal record prior to the stop.

Evasion

Due to the timing of the officer's approach, Glover did not have time to evade police. Glover had approached the attendent once officers arrived. I believe Glover was put in a fight, flight or freeze moment and froze.

Noncooperation

Like I stated in my evasion node, I believe that Glover froze and was in a state of shock due to being in the process of committing a crime.

Nervous Behavior

When officers drove by Glover kept their cruiser in his sights.

Experience

The officers involved in this case had been with the department for six years and were familiar with this particular "high crime area".​​​​
