What are the meanings of hue and value?

Value or (Brightness and Lightness) is the amount of light which appears to reflect off a surface

Hue is a property of the wavelengths of light

Hue is the purity of the colour.

Value is how light something is!

Why is red on blue difficult to see?

They are at opposing ends of the colour spectrum. Our eyes have 3 cones which detect Red, Green and Blue. To read red on blue our eyes are forced to constantly refocus to adapt to both colours.

Red and blue are opposite ends of the spectrum

Using additive colour how do we see black? Alternatively using subtractive colour how do we see white?

By combining equal amounts of red green and blue

By having equal wavelengths of light hit the red green and blue cones of our eyes we see white
