3. General Assembly (GA)

   • non-legally binding
   • only power is to recommend and talk
   • their decisions can be disregarded
   • every state is automatically a member
   • 1 vote per state
   • Observer states (Palestine)
   • 2/3 majority can recommend to Security Council

4. Security Council (SC)

   • political executive
   • non-agenda setting power - Max Weber
     • If they do not want to discuss a topic they don't have to
   • 9/15 members must agree to pass decisions
   • 5 permanent members - USA, UK, FRANCE, CHINA, USSR
     • have the power of veto
   • 10 non-permanent members who rotate
