Japan was based in serious concern due to the Western powers growing and influecne the last Shogun was Tokugawa Yoshinobu,also referred as "keiki", attempted to modernize various aspects of the Japanese system of government and its military forces
Tokugawa Yoshinobu modernized and strength the Japan government but his failure was to keep the foreign states from keeping contact with Japan this caused.. the rise of opposition from the amongst the Satsuma,Chosu and Tosa Samurai clans .Tosa clan suggested that Yoshinobu should resign as shogun and instead head a new national council made up of a new damyo. When he resigned the Bosin War broke out in 1867.
Apart from Britain one of the main western powers got interested USA to secure their trading relations with Japan were beaten off by Japanese ships,despite the US send 2 warships in the latter years,Commonde Perry arrived with 4 warship to repeat US commercial agreements and "promising to return the next year to receive Japan's response
While some political leaders -and emperor's court favored national resistance Tokugawa shogunate were fully aware of China's humiliation in the Opium war , they agreed to the treaty of kanagawa which opened up two of Japan's ports to US trade, and granted the US the position of "most favored nation" and the Japan seclusion ended, this lead to the rapid emergence of Japan as a international power.
In 1858 Japan signed the Treaty of Aminity,similar treaties were signed with Britain, Russia and France . This was opposed by the imperial courts which was dominated by nationalists who favoured continuing seclusion and instead advocated "repelling the barbarians". Nonetheless Japan was gradually pressured into signing similar treaties with other western nations.
Treaties made important concessions to the Western treaties and were signed without the emperor's consent, the main advocates of the resistance were fanatics prepared to kill and die for their cause known as "shishi" their main inspirations were Aisawa Sheishiai and Sakuma Zozan. Sakuma Zozan favored learning from western science and technology, stressed the importance of maintaining traditional moral values. Yoshida Shoin member of Chosu clan, wanted the old feudal system with the purpose of establishing greater national unity and will stop the growing power of western nations
feelings of nationalist resentment at western interference and control continued to grow and Chose clan leaders were able to persuade the emperor to adopt anti western policy and get a new seclusion policy however when Western vessels were fired upon from Chosu coastal territories ,the western powers retailed with this persuaded the Chosu of the need to modernize their armies, it also led to political moves against the Chosu and other Anti western group and it led to fighting in 1860
The powerful Satsuma Clan decided to switch its support to the Chosu against the government . in 1866 the emperor died. Meiji with15 years became emperor under the influence of those opposed to the government and the threat of a civil war persuaded the shogun to restore the political authority to the emperor in order to avoid a national crisis
satsuma-chosu clans were victorious and in 1868 the emperor established the imperial court in Edo,after 1868 the imperial systems continued without interruptions one of the main aims was.. Prevent Japan for suffering the fate of several other: that is coming even further under the control of western powers.The policy was followed with the strength of the military forces.
Education based on strong nationalistic and pro-imperial principles this new national learning involved a reflection of the philosophical and political ideas of Chinese Confucianism and a turn to Japan's own shinto religion and philosophy
thinkers as Motoori Noriga ,stressed how Japan had been created by the Sun Godess and that the emperor was the "living god" this belief became an official state a belief after the Meiji restoration in 1868 was an essential part of the pro-emperor nationalism which had pushed by the political new system
