USA Kennedy was seen to have won - he stood up to the Soviets and they backed down. Had also stood up to some military leaders. Kennedy however had agreed to not invade Cuba and to remove NATO missiles later on. Communism was still rife in Cuba, and Kennedy had made lots of enemies.
USSR Had prevented a US invasion of Cuba and had a guarantee that no further invasion attempts were tried. He could claim to have acted as a peacemaker and acted responsibly. Khrushchev also had NATO agreement that the missiles on Turkey would be removed but this was secret. He was replaced, had to back down, was seen as a liar by the world and was unable to make public his secret agreements.
Cuba Castro remained in power and USA agreed to not attempt further invasions. Cuba remained heavily armed - focused on by other Communists in South America. Castro remained control of former US industries. However, Cuba remained poor and isolated from W. Hemisphere, unable to trade with the USA but dependent on the USSR.
