  1. There was a peace conference to solve the crisis- Germany threatened war…
    1. Russia and France alone against alliance of Germany, Austria Hungry, and Italy, and nervous then signed a ‘dual entente’= promised to fight side by side if attacked Germany and mobilize army if triple alliance mobilizes theirs. – Frances isolation finished.
      1. 1904: the “entente cordiale” signed. British acknowledged French control of Morocco with this agreement, and France acknowledged Britain’s control of Egypt.
        1. 1905: Germany Kaiser visits Morocco and declared Morocco should be independent of France and Germany hoped that Britain would not support France and therefore the entente would collapse.
          1. When France and Russia (rivals of Britain) signed dual entente Britain declared to patch up with France who was traditionally their rival.
            1. Conference showed weakness with triple alliance with Italy deserting Germany and backing France. Germany argued that Austria only real alliance.
              1. Britain and France thought it was a bluff- entente hardened.
                1. This was not a military alliance but Germany wanted to sign agreement with Britain and thought by Britain signing the “entente cordiale it was anti- Germany so Germany tried to break the agreement up.
                  1. Kaiser in 1888- then in 1890 forced Bismarck to resign- days later treaty with Russia lapsed.
                    1. A dispute between any 2 of the powers could have the potential to draw in the other 3
                      1. For 40 years Britain trying to stay out of Europe affairs, its policy called, “splendid isolation.”
