    1. High rate of growth in the ecnomy, second highest in the world
      1. rapid population growth
        1. rural to urban migration
          1. lots of illegal shanty towns on the outskirts
            1. as a means of controlling urban sprawl
              1. to protect farm lan and promote food secuirty
              2. costs
                1. (1987) land price in the greenbelt where 30% below that outside = CHEAP TO BUY AND BUILD ON
                  1. upward pressure on land and housing prices
                    1. due to the population growth the houses have become more expensive

                        1. improved efficiency in public infrastructures like roads, water and sewer systems
                          1. greenbelts have been recognised as important habitats for animals

                              1. boundaries in large cities should be altered depending on environmental assessments and other factors
