- Britain, France, and U.S refuse to negotiate unless he step down

- Armed soldiers and factory workers took control of many cities
- Wanted Kaiser out!
- He was persuaded by his military advisers to abdicate (step down)
- Went from a monarchy to a republic

- President: Elected every 7 years by the electorate
- He had control of the army
- Took power is in a emergency
- Elected the Chancellor
- Chancellor: President decides when elected
- Has to have support of majority (over 51%) of the politicians in the Reichstag
- The Reichstag: The German parliament
- It makes laws
- MPs are voted for by the German electorate
- Proportional Representations
- This means parties get the same % of seats as their % of national vote

- All German adults could vote could vote
- Elections for the Reichstag took place every 4 years
- Weakness of the Constitution
- Article 48
- It wasn't democratic
- A weak president into using it too often by a strong chancellor
