- did not look at real cause of poverty - 8why reform was needed-working class people were unhappy with the corrupt voting system and the harsh conditions they had to endure- ie low pay
- 9why was reform needed?- most of population excluded from voting so working class had no say in what laws were made that affected their lives
- Corruption-
voting took place in public so people were bullied+ intimidated into voting for certain people
- Power
too many constituencies in rural areas and not enough in cities + industrial towns where most lived
