New Liberalism

Nota:

• Laissez-faire was the idea that individuals could get themselves out of poverty if they really wanted to and tried hard enough to. However in the early C19 Liberals abandoned this idea and though the government should do more to help those in need

Nota:

• 30% population poor 10% very poor - FACTORS BEYOND THEIR CONTROL Unemployment, irregular work, low wages, old age, sickness, death of wage earner

Nota:

• Used as a negative against he conservatives to win votes Also brought about the need for Social Reform as there was a strong need for a healthy army

Nota:

• Provide free school meals - Learn more effectively, provide one meal per day, stronger children - Not conpulsary many didn't recieve

Nota:

• Extended provisions for compensation - Not always easy to prove it occured at work, only covered those earning less than £250

Nota:

• School Inspection - 3/4 provided with free medical inspections - Not always treated, poor unable to afford treatment

Nota:

• Parental neglect became illegal, set up juvenile courts, illegal to sell tobacco and alcohol to children - minimum standard of care - codifying of existing laws

• Provided 5s a week (7s6d for couples) - regular weekly income for retired, 1m pensioners by 1915 - 70+, 'sliding scale' based on income, 'good character'

• - Fixed working day hrs, improved safety regulations - still longs hours low pay, still dangerous job

• Fixed minimum wage, inspect conditions - covered 200,000 and four trade...later extended to six trades and coal miners too - only covered 'sweat trades' missed out other low paid workers e.g. farmers, too many inspections. No actual minimum wage until 1999

• Place for unemployed to meet needing employers - 2m workers registered by 1914, 430 exchanges, 3000 jobs a day found - 1:3 found a job, did CREATE jobs

• Unemployment - employers, employees and government contribute weekly, help fund for when unemployed - covered 2.25million: 7s/w for 15 weeks, families avoided destitution - Only certain trades, most workers not covered

• Sickness - Employers, Employees and government all contributed - 13 million; 10s/w for 13 weeks, then 5s/w for 13 weeks, maternity grants, disability benefits and free medical treatment - Only under £160/pa, aged 16-60, OAPs began at 70, only contribbutor not family
