1. all interventions are based on concerns about nature of childhood and how children should be treated ~

   • Children can be seen as investment for the future, intervention is based on the belief that they will grow up to be useful members of society
     • the formation of the welfare state rejected idea of charity and promised to look after people from cradle to the grave
       • the idea of rescue is based on the belief that children do not have the power to change their situation ~ children as victims continues to echo around the world yet studies have shown children are more resilient that given credit for
         • children being seen as in need of charity can take away the social, economic and political situation of their suffering ~ despite claiming children should be above politics Save the children fund was based on the ideology that children had rights too ~ while other models of welfare state places different importance on individual responsibilities and social equalities
