When friends need help, they can [help/helping] each other. help (simple present), because it is regularly occurring and is generally expected.
My husband usually goes to university, but today [he works/ he is working] at home. [he is working] - present continuous because it is not the usual routine. Today is not normal in the usual routine - since it isn't normal and no often, we would use present continuos.
