New Right Perspective similar to functionalists - some people are naturally more talented than others, favour education stystem run on meritocratic principles of open competitioon and one that serves the need of the economic by preparing young for work & believe education should socialise pupils into shared values such as competition
New Right perspective continued they believe education system is failing - because it is run by the state, believe politicians, bureaucrats use power of state to impose their own view of what kind of schools we should have - state takes on 'one size fits all' - it disregards local needs, local consumers have no say - schools are unresponsive - low standards of achievement, less qualified workforce
New Right's solution the marketisation of education - creates 'educationg market' - believe competition between schools and laws of supply and demand will empowerthe consumers, bringing greater choice, diversity and efficiency - increasing ability to meet needs of consumers
Chubb and Moe - consumers choice american state education has failed and make the case to open up to market forces of supply & demand
Chubb and Moe - their claims disadvantaged groups been badly served by state education - failed to create equal opportunity, state education is inefficient - fails to produce pupils with skills needed by economy, private schools deliver better education because they are answerable to paying consumers
Chub and Moe - arguements based on: comparison of achievement of 60,000 pupils from low-income families and private schools along with a parent survey and case study of 'failing' schools apparently being 'turned around' - evidence shows that pupils from low income families do 5% better in private schools
Chubb and Moe - vouchers end to automatic funding & proposed system of vouchers - families given one to spend on buying eduation from school of choice - force schools to become more responsive to parents wishes - vouchers only source of income & have to 'compete' to attract 'customers' to buy their 'product'
Two Roles of the State (1) - a framework on schools imposes a frame work on schools which they have to compete e.g. publishing league tables of exam results - state gives parent info with which to make a more informed choice between schools

Criticism of N/R (Gerwitz and Ball) both argue that competition between schools benefits middle class - who can use cultural and economic capital to gain access to more desireable schools
Criticism of N/R - real cause of low educational standards is not state control but social inequlaity and inadequate funding of state schools
Criticism of N/R - marxisrs criticism argue that education doesnt impose shared national culture, as the N/Rs argue, but imposes the culture of a dominant minoirty ruling class
