Going to is used to make plans.

We use will for offer

We use going to for prior plan

Also we use will for threat refusal & promises

We use going to for evidence

I’m going to go to the cinema

He is going to come home tomorrow, we talked last Monday about this.

We can use Will & Going To for making predictions
