     • Resolves conflicts over PM's control
     • Clarifies scope questions
     • Approves or rejects changes
   • Closing
     • Provides formal acceptance of deliverables
     • Enables and ensures transfer of deliverables to the customer

2. Project Team

   • Identify and involve Stakeholders
   • Identify requirements, constraints and assumptions
   • Create WBS, provide time and estimates
   • Comply with quality and communications plans
   • Identify dependencies between activities
   • Participate in the risk management process
   • Complete the work

3. Stakeholders

   • May be involved in the creation of Project Charter and Project Scope Statement
   • May approve project changes
   • May become risk response owners
   • Impacted + or - by the project

4. Functional Managers

   • Assign individuals to the teams
   • Participate in the initial planning until work packages or activities are assigned
   • Provide subject matter expertise
   • Assist with problems related to team member performance
   • Approve final schedule
   • "owns" resources

5. Project Manager

   • Helps write the Project Charter
   • In charge of the project, but not necessarily the resources
   • Understand how cultural differences may impact the project
   • Coordinates interactions between the project and key stakeholders
   • Select appropriate processes for the project
   • Leads and directs project planning efforts
   • Determines the need for change requests
   • Uses metrics to identify variances and trends in project work
   • Must have enough authority to accomplish project work
   • Is accountable for project success or failuure
   • Performs project closing
   • Keeps the team members focused on risk management
