2. MALAYSIAN PRISONS

     • quick to charge prisoners.... with an immediate sentence
     • Officers conduct themselves as if above the law
     • dirty. unhygienic conditions

       • scabies outbreak (3rd of inmates)

     • bath and eat
     • no budget for toothbrushes
       • sharing of soap and toothbrushes
     • equality - equally as bad
     • FEAR. no one asks for help
     • 'dipper' used as food tray
     • inmates with tuberculosis, AIDS, or hepatitas B, transvestites, juveniles together with regular inmates
     • no eductaion
     • takes 1hr+ to take prisoners out for their 45 yard exercise
