  1. Limited self-government in the South (VA)
    1. Consisted of 2 Houses: one elected by the people and the other appointed by the royal governor
      1. Colonial governors: were appointed by the King possessed most of the power
        1. But colonial legislatures: created and passed the laws, they determined how taxes would be levied, set the salaries of royal officials and were rich landowners in the colonies and they, instead of governors, had most influence and it then caused tension between governors and legislatures
