Emergence of
Kim-il-Sung in
North and
Syngman Rhee in
South
Both wanted to be the one leader
of a unified independent state.
This meant a Civil War became
inevitable.
Rhee was a major problem for a united
Korea, Rhee did not sign armistice because
he thought he could unite Korea,
Rhee and Kim put in charge to
prevent power vacuum. The different
administrations prevented power
vacuum.
August 15th 1948 - ROK
established. September 9th
1948 - DPRK established.
Division now made permanent.
The nations were now divided
with different ideologies
Withdrawal of US forces in
1948 showed weakness
Did not include Korea in the defensive
perimeter, so preoccupied with defeating
Japan they failed to consider it as a
temptation to Stalin.
Truman administration were
preoccupied with the cold
war in Europe and failed to
see any useful resources in
Korea
Within striking
distance of
Japan, could
ruin the
reconstruction

Unfortunately it had little
propaganda effect on USSR
as it was kept secret, if Kim
and Stalin had of known
about it South Korea may not
have been invaded in June

Soviets felt he was
sending a message to
Stalin that US would not
intervene if war outbreaks
in korea
Suggested that USA would shrink from extending
defensive perimeter to the mainland and turn to
'collective security.'
