During this period of time, the Tokugawa stablished nationalism. They kept the seclusion policy. The last shogun was Tokugawa Yoshinobu
Tokugawa Yoshinobu tried to make Japan improve. Satsuma, Chosu and Tosa clans joined to give him absolute power. The shogun resigned and returned all power to the emperor. The Boshin war broke out in 1867.
