Proportional Representation
- Advantages
- The proportion of votes received by a political party
would be approximately equal to the proportion of
seats allocated in the Reichstag.
- The system was
considered to be fair.
- Disadvantages
- Small extremist parties were able to gain a
foothold in the Reichstag and receive publicity
for their causes.
- As there are no wasted votes it is extremely
difficult for any one party to gain 50 percent or
more of the vote.
- All governments were
coalition governments.
- This gave the President too much power as it allowed
him to discard the democratic system of government.
- Between 1929 and 1933, Presidential decrees
were used more often. This helped to
undermine respect and confidence in the new
parliamentary democracy.
