4. INTERGOVERMENTAL RELATIONS

   • Grants in aids a transfer of money from federal goverment to a state goverment, local goverment or individual person for the purposes of funding a specific project or program
   • Mandates: the authority to do something or claim a territory, having authority by goverment officials
