EU is based on the the rule of law.Means what? every action taken by the EU is founded on the treaties
How are Treaties made? Treaties are negotiated and agreed by all EU MS and ratified by their parliaments or by referendum
what are all states? All states are sovereign states-> pooled some of thier sovereignty to gain strength
Pooling sovereignty? MS delegate some of their decision making powers to the shared insitutions they created -> decisions on specific matters of joint intererst can be made at European lvl

EU Achievements? SIngle market for goods and services, free movenment and settlement within the EU, single currency , largest supplier of development and humanitarian aid programs in the world
Current EU plans? solving the economic crisis in Europe, fight against climate change, helping neighboring countries, furhter steps towards enlargement, building a common foreign policy

What kind of process is used for Treaty-making? intergovernmental process-> Commisions and EP lack influence
The role of Commissiion during IGC meetings? present during all IGC's but doesnt enjoy the same negotiating statues as MS
Role of EP during IGC? EP even more disadvantaged- does not fully participate in all IGC meetings
Key actors of IGC? representatives of governments, unanimity required
Who starts a treaty making process? with a decision by the Euroepean Council to establish an IGC
