If a component has a higher resistance, it means the voltage will be.... Also higher
As temperature decreases, resistance of the thermistor increases Therefore it's share of voltage also increases (shares larger proportion) So the heater is connected in parallel to get a higher voltage in order to turn on (as voltage in parallel = same)
As temperature increases, resistance of the thermistor decreases Therefore the resistor will share the larger proportion of total voltage So the fan is connected in parallel to the resistor to receive a higher voltage when hot
