What are the similarities between the functionalist and NR view of education? - Some people are more talented than others - Education should be run on meritocratic principles - Education should socialise pupils into shared norms and values, and create a sense of national identity
What do the New Right believe too much state control over education has resulted in? Inefficiency, national economic decline, a lack of personal and business initiative, a culture of state welfare dependency, reduced investment in industry
According to the New Right, why does state-run education not meet the needs of individuals, community or employers? It ends up as a 'one size fits all' system
According to New Right sociologists, why do schools that get poor results not change? Because they are not answerable to their consumers (pupils, parents, teachers) which makes them inefficient
What does this result in? Lower standards and a less qualified workforce
What is the one-word solution New Right sociologists offer to these problems? Marketisation
What is meant by marketisation? Introducing market forces, competition and consumer choice to state run institutions
How will this benefit the education system? It will make schools more answerable to their consumers. Competition between other schools means that teachers have to be more efficient.
What is Chubb and Moe's evidence that supports this idea? (60,000 low income pupils in 1,015 state and private schools in the USA) the pupils did 5% better in the private schools
What does this suggest about state education in terms of meritocracy? It is not meritocratic
According to Chubb and Moe how has state education failed to create equal opportunity? It does not have to respond to pupils needs , so parents cannot do anything about failing schools
So why do private schools deliver higher education? Because they are answerable to paying consumers
What is Chubb and Moe's idea of how marketisation of education should be run? Every family is given a voucher to spend on education and so buys it from a school of their choice
What role would the state have in education in New Right view? - Create a framework for competition (by publishing league tables, setting a national curriculum) - Ensure that schools transmit societies shared norms and values (teaching British history)
What do critics argue is the real reason behind low standards in some state schools? Inadequate funding
Who and why does Gerwitz say competition between schools benefit? The middle class, they are able to get their children into more desirable schools
What is the Marxist criticism of the New Right view? Education transmits the culture of the ruling class, not a shared culture or national identity.
