London Docklands Development Committee Case Study Past - As the docks declined and the area fell into disuse and degeneration People who were trained in the manual labor at the docks fell into long term unemployment, as a result – crime in the area rose drastically. Intervention - An Urban Development Corporation was set up in 1980 with the goal of turning the docklands into a competitive financial centre.
