each region had different and customs so difficult for the central government to enforce and control
1150 king henry ll pointed judges who would "ride circuit" and hold court in territories during good weather months
in bad weather months, circuit-riding judges sat together in London deciding cases on appeal that may have poor decisions while on the circuit.
baron courts hearing local cases. king barons hearing appeals cases and the king's court keeping power to decide the most important cases formed whats known as the jurisdiction
Equity in Law
in England, damages couldn't be awarded until after the damage was done.
nobles and clergy however could petition the king for help and stop action before the damage occurred.
hearing for them were conducted by chancellors using different rules then common-law like no jury, and they made up inconsistent remedies with no legal biases.
one rule they could make was to issue an injunction- stops or prohibits something from being done.
