- 1—in 1919 the republic had many enemies. It was not wise to give equal rights to those who wanted to destroy it.
- 2—Proportional Representation encouraged small political parties. So no one could get a majority. This lead to coalitions and weak governments.
- 3—The president had too much power, it was possible that he could turn himself into a dictator
- 4—The states could be hostile to the National Government and even try to overthrow it.
