Today, 95 percent of American adults owns a cell phone of some kind and 77 percent own a smartphone, according to the pew Research Center. Pew also reports that 95 percent of teens have or have access to a smartphone, and 45 percent of teens say they are online on a near-constant basis.

In 2015, New York City Mayor Bill de Blasio lifted a ban on cell phones in New York City schools put into place by his predecessor, Michael Bloomberg. He said that like many other parents, he and his wife, Chirlane, gave their kids cell phones so that they could stay in touch with their family. He also raised concerns that the ban was unequally enforced across schools.

Prof. Elliot Soloway is a leader in developing technology-based curricula and mobile computing for learning. Right now, he's convinced that we're on the cusp of a revolution in K-12 education – a huge shift toward interactive learning using smart phone technology tools that will change the paradigm of teaching from one based on 19th century memorization to one based on 21st century information access, project orientation, and subject matter integration.

ARSON, Calif. — At Cal State Dominguez Hills, the low November sun had faded to dusk when Professor Toddy Eames called for a break in the middle of a nearly three-hour screenwriting class.

“Fifteen minutes!” she announced as her students stood, stretched or ambled to the door. “You can take out your phones,” she added, but most students were already scrolling through the texts, emails, snapchats and other postings that had piled up during an hour of mandated tech abstinence.

Some experts are skeptical that the ban can be enforced, and some teachers question the merits of insulating children from the internet-dominated world they will face outside school. But the French government believes that without minimizing distractions, children will never learn the basics.

The problems with smartphone use are well known. Students’ insecurity can rise as they constantly worry about keeping up with “likes” and “shares” on social media. Teachers worry about cyberbullying and abusive practical jokes like photographing classmates from under the bathroom door and then posting the images online.

Students check their phones in the classroom an average of more than 11 times a day. That can add up to a lot of time spent distracted from schoolwork. And when students are distracted, it’s a recipe for extra stress, frustration, and catch-up time for everyone.

With students spending up to 20% of their in-class time texting, emailing, and checking social media, it’s no wonder the debate about cell phones in the classroom is alive and well.
