1. Children

   • 1906 The Education act (food)
     • Local education authorities- free school meals
       • 1914 14million meals served
         • BUT
           • 1911 only 1/3 athorities were providing meals
           • Made compulsory in 1914
   • 1907 The Education act (medicine)
     • Inspections of children compulsery- at least 3x in their school time
       • BUT
         • until 1912- wouldnt actually recieve the treatment
   • 1908 Childrens act
     • Children special status 'protected persons'
       • Parents prosecuted for neglect. Cant insure lives of children. Set up juvenile courts and remand homes.

2. The old

   • 1908 Old Age pensions act
     • 5 shillings per week aged 70 or over
       • 1914 almost one million benefitting
         • cost the country £12,mill a year
           • BUT
             • Few reached 70
             • Small amount of money
             • Can only claim every other year

3. Workers

   • 1911 National insurance act part 1
     • 10 shilling per week sick pay for a max of 13 weeks
       • covered 15million people
         • BUT
           • Didnt cover wife or child
           • Didnt cover hospital treatment
           • Many workers had to contribute to scheme
   • 1911 national insurance act part 2
     • 7 shilings of unemployment benefit for a max of 15 weeks
       • Workers and employers paid towards it. Covered 2.25 mill workers
         • BUT
           • already poor people werent helped by the scheme

4. The workers and unemployed

   • 1909 labour exchanges
     • Unemployed went to one place to find work.
       • 430 set up by 1913
         • BUT
           • Work still hard to find
           • Scheme was only voluntary
