in 1919 the republic had many enemies. It was not wise to give equal rights to those who wanted to destroy it.
Proportional Representation encouraged small political parties. So no one could get a majority. This lead to coalitions and weak governments.
The president had too much power, it was possible that he could turn himself into a dictator
The states could be hostile to the National Government and even try to overthrow it.
