small, little raw materials, depended on silk exports to get money to import essentials (coal, rubber, etc)
1929 population = over 65 million, high unemployment, sometimes food shortages.
America puts taxes on their exports to save their own industry.
Japan can barely export any goods. factories colsed and millions unemployed

Britain and France say Italy can have 2/3 of Abyssinia if they stop fighting
everyone reacts badly, league was supposed to be extending restriction on Italy.
