After Germany lost the first world war, the Kaiser fled and a new democratic government of Germany
was declared
in February 1919 at the small town of Weimar the Weimar the Weimar constitution was formed
every german citizen was allowed freedom of speech, religion and equality
All men and women over 20 were given the right to vote
there was an elected president appointed by the reichstag
the Reichstag made laws and appointed goverment
the German politician system worked where every voter voted for a party not an MP this meant that it was easy to get a seat in the reichstag
Article 48 said that in an emergency the president did not need the agreement of the Reichstag and could issue decrees the problem was it did not specify what an emergency was.
