1. changed welfare services into social services centralising the previously fragmented services offered (Beveridge)

2. resulted in LOCAL AUTHORITY SOCIAL SERVICES ACT 1970

   • Established a single Social Services Dept in each local authority
   • aimed to increase social services spending by 10% per yr
     • didn't happen because of soaring inflation and g'ment debt.
       • by mid 70's funding had been revised in many local authorities
   • promoted generic social worker training
   • homehelp services expanding and community health work intitataives allowed care workers to be more familiar with local people and their communities
