They could mot rely on other countries to defend them if they were indeed attacked again. When Germany didn't pay their war reparations, France took over Ruhr valley as if to take a stand. However, even after agreeing to the Dawes plan and backing out of the Ruhr Valley, they were still wary of Germany's power.
To what extent were the attempts to improve international relations successful? P.1 Treaties made to improve International relations: Genoa Conference: Discussed the economic reconstruction of central and eastern Europe and explored ways to improve relations between Soviet Russia and European capitalist regimes. Germany refused to sign while France made it difficult by being unwilling to compromise, making this unsuccessful. Kellogg-Briand Pact: Was a 1928 international agreement in which signatory states promised not to use war to resolve "disputes or conflicts of whatever nature or of whatever origin they may be..."
To what extent were the attempts to improve international relations successful? P.2 Young Plan: The Young Plan was an attempt by former wartime allies to support the government of Weimar Germany. In 1924, the Dawes Plan had been introduced to bring Weimar out of hyperinflation and to stabilize its economy. It appeared to have succeeded as 1924 to mid-1929 are viewed by historians as Weimar's 'golden years'. Many treaties were made to stabilize the situation between nations, and while some worked, and some didn't, overall it was successful because Germany was able to prosper again.
To what extent was the criticism towards the peacemakers during the Paris Peace Settlement unfair? Why were reparations so important to each country? After the war, amendments and payments had to be made. Germany had to pay Britain and France in order for Britain and France to pay off America. Germany was having difficulty paying all of the reparations because they were already poor, and the reparations only made things worse. In turn, Britain and France were growing desperate and were relying on Germany to keep them afloat. The Great Depression occurred because of this. It was imperative that Germany pay their reparations so that proper balance could be kept.
What securities did the Dawes plan offer both Germany and France? After France's attempt to force Germany's reparations had failed, they also received criticism from countries that could have ben allies. The Dawes plan was made to relieve tensions on both sides. For Germany, the Dawes plan allowed them to pay reparations in a way that wasn't such a strain on their economy. For France, It helped them ensure they would get their payments from Germany. Briand and Stresemann had good relations following the treaty, Easing tensions furthermore.
To what extent was international tension derived from the USA denial of the Paris Peace Settlement? The Paris peace settlement was meant to bring security to France. Since America didn't ratify the settlement, it destroyed France's hope that America might protect them. It also showed that the League of Nations had no authority when it came to what other countries did and didn't do. Although USA's decisions caused doubts, it wasn't the only source of tensions to be found. France and Britain disagreed on how to treat Germany; therefore it was no surprise when Britain drew away from European affairs. In addition, the USA and Japan were not getting along, and neither were Turkey and Greece. It is not fair to say all of the international tension was sourced from the USA's actions.
Why were there no Russian representatives at the Paris Peace Conference? Russia was largely discriminated due to it's rise in communism, and their retreat in the war caused resentment, because it gave Germany more power. In addition, the people leading Russia were not recognized as the actual government, and at France's protest, they did not appear at the Paris Peace Conference.
What were the reasons for the USA's back out from the Paris Peace Settlement? -Isolationism -International affairs -Idea of war -LoN would cause insecurity The USA was afraid getting involved with other nations risked their security and did not want to be put in a position where another country had influence over them.
How did the USA's Great Depression have an effect on other countries? The USA was helping Germany pay it's reparations, but when the USA hit the Great Depression, Germany could no longer receive aid from the USA and they were no longer able to pay France, Britain and Italy. The USA's problematic economy caused a decline in international trade, affecting many other countries as well. Deflation and unemployment began creeping throughout each country after the USA's economy crashed.
