   • Japan relied on trade with China
     • Wall Street Crash killed trade
       • Japan couldn't feed people
   • 'China' blew up railway
     • Army overran the area
       • Claimed it was dealing with a 'local issue'
   • Army had control of policy
     • Government was ignored
   • Lof N delayed for 1 year
     • Japan was already lodged in
     • Japan condemned but LofN ignored
       • No action taken

3. Disarmament

   • Germany walked out of conference
   • Wouldn't agree to practical measures
     • eg. banning chemical production
   • More money spent on arms
   • LofN ignored

4. Abyssinia, 1935

   • FR and GB wanted Italy as ally
     • They just talked
   • Imposed economic sanctions
     • Rubber, coal, arms, loans, imports, tin, metals
   • Didn't close the suez canal
   • Secret deal to 'give' 2/3
   • Hitler remilitarised Rhineland
     • FR terrified

5. Reasons for failure

   • Treaties were unfair
   • Too slow
   • USA and USSR not in LofN
   • Self-interest of GB, FR
   • Weak sanctions
   • No troops
