     • A further $455 mn to these areas was rejected by Congress

2. Housing

   • Housing Act 1961- $48 bn on housing for the poor

3. Education

   • Development and Training Act 1962- job training
   • 1961 School Assistance Bill fails to pass Congress
   • Higher Educational Facilities Act 1963- $145 grants to grad schools

4. Tax Cuts

   • Planned to cut social security taxes by 0.25%- blocked by Congress

5. Increasing Minimum Wage

   • 25% increase
     • Southern Democrats ensured that 350,000 (mainly black) did not benefit
   • 1963 Equal Pay Act- no enforcement powers

6. Health

   • Healthcare for Elderly Bill fails to pass Congress
   • Free school lunch and milk for 700,000 poor children
