  1. Children special status 'protected persons'
    1. Parents prosecuted for neglect. Cant insure lives of children. Set up juvenile courts and remand homes.

1. 1908 Old Age pensions act
  1. 5 shillings per week aged 70 or over
    1. 1914 almost one million benefitting
      1. cost the country £12,mill a year
        BUT
        Few reached 70
        Small amount of money
        Can only claim every other year
Workers
1. 1911 National insurance act part 1
  1. 10 shilling per week sick pay for a max of 13 weeks
    1. covered 15million people
      1. BUT
        Didnt cover wife or child
        Didnt cover hospital treatment
        Many workers had to contribute to scheme
2. 1911 national insurance act part 2
  1. 7 shilings of unemployment benefit for a max of 15 weeks
    1. Workers and employers paid towards it. Covered 2.25 mill workers
      1. BUT
        already poor people werent helped by the scheme

1. 1909 labour exchanges
  1. Unemployed went to one place to find work.
    1. 430 set up by 1913
      1. BUT
        Work still hard to find
        Scheme was only voluntary
